In the world of industrial manufacturing, few phrases carry as much weight or spark as much debate as “Made in America.” For some, it’s a promise of quality. For others, it’s a regulatory requirement. And for many in the custom metal fabrication industry, it’s both! But what does the phrase “Made in America” really mean? And what does it take for a custom metal fabrication project to genuinely qualify as Made in the USA?  

In industrial fabrication, “Made in America” refers to specific domestic manufacturing requirements defined by federal procurement laws, primarily the The Buy American Act (BAA) or The Build America, Buy America Act (BABA). These laws determine whether manufactured products used in federally funded projects qualify as domestically produced materials. Compliance is typically verified through material sourcing documentation, manufacturing location, and domestic content percentages.

“Made in America” Requirements for Industrial Metal Fabrication 

The Buy American Act (BAA)

The Buy American Act (BAA) applies to federal agencies when they purchase materials for government projects, covering a wide range of materials everything from steel to a variety of manufactured goods. To qualify as “Made in America”, the final product must be substantially transformed in the United States. Substantial transformed means the manufacturing process in the United States changes raw materials or components into a new and distinct product with a different name, character, or use. This means that foreign parts can be included, but the fully completed final product must be made domestically.   

The Build America, Buy America Act (BABA) 

The Build America, Buy America Act (BABA) applies to any project funded by the federal government, including state and local infrastructure work. For iron and steel products under the Build America Buy America Act, the requirements are stricter than the Buy American Act (BAA). 

The law requires that all metal manufacturing processes occur in the United States, including: 

  • Melting and pouring the steel 
  • Rolling or forming the steel 
  • Coating or finishing processes 
  • Fabrication into the final product 

The BABA also states that for manufactured products, the item must be made domestically, and more than 55% of its component costs must come from U.S. sources. This requirement is set to increase to 75% by 2029.   

Both the BAA and BABA allow agencies to issue waivers under specific circumstances. 

Waivers may be granted when: 

  • Domestic materials are not available in sufficient quantity 
  • U.S.-produced materials do not meet required quality standards 
  • The cost of domestic materials would increase project costs by an unreasonable amount 

Waiver requests typically require documentation and approval from the relevant federal agency.

Industries That Commonly Require Made in America Fabrication 

While any business can choose domestic manufacturing voluntarily, several industries and project types mandate Made in America compliance:

1. Federal Government Contracts | Projects for agencies such as:

    The Department of Defense, NASA, VA hospitals, and GSA facilities often require U.S.-made metal components.  

2.Transportation & Infrastructure Projects | Under the BAA and BABA these commonly require domestic steel, iron, and manufacturing: 

    Rail systems, bridges, highways & road barriers, transit stations & airport structures 

3. Energy & Utility Installations | Domestic-content rules apply widely to: 

     Power plants, water treatment facilities, grid infrastructure, & oil & gas systems

4. Public Works & Municipal Fabrication | Cities and counties frequently include Made in America requirements for: 

     Architectural projects, structural components & public facility upgrades

Documentation Typically Required for Made in America Projects: Domestic Steel Sourcing & Material Traceability 

At Astro Metal Craft, we use a comprehensive ERP system to track key material data from mill test reports, including material grade, form, dimensions, quantity, producing mill, and heat lot numbers. This information allows us to maintain clear documentation of the materials used on every project and support projects that require domestic sourcing verification. 

For projects that must comply with the Build America Buy America Act, heat number tracking becomes especially important. A heat number (also called a heat lot or melt number) is a unique identifier assigned to a specific batch of steel when it is produced at the mill. That number links the material back to its original production batch and its verified chemical and mechanical properties. 

In a fabrication environment, maintaining heat number traceability means preserving the connection between every piece of steel and the original heat number listed on the Mill Test Report (MTR). That traceability must remain intact throughout the entire fabrication process. 

Because nearly all of our work at Astro Metal Craft is custom fabricated, we typically do not rely on large inventories of pre-stocked material. Instead, we work directly with our steel suppliers to procure material specifically for each project, ensuring that the proper documentation and certifications are available from the start.

What Qualifies as Domestic Fabrication Under Buy American Laws?

Astro Metal Craft is a U.S.-based fabricator that performs all fabrication activities domestically. Our Minnesota production operations are located in HanoverCologne, and Norwood Young America. 

Because fabrication is performed entirely within our Minnesota facilities, we maintain direct control over the manufacturing processes, labor, and quality standards required for compliance with the Buy American Act and similar domestic procurement requirements. 

Our in-house capabilities include punch and laser cutting, welding, cnc machining, forming, rolling, and finishing options.
